The expat numbers in the Fez Medina have shrunk with the "old guard" diminished and the new arrivals, from a younger generation, learning for themselves how to navigate the cultural and bureaucratic landscape.
<br /><br />The most talked about subject at the moment is the conflicting stories that surround the future of the Fez Festival of Sacred Music. The most trusted narrative is that it will not take place in 2023. Meanwhile a search of the web shows many travel and tourist companies are promoting the festival, but without any date or run down on possible performers. If you believe one site, the festival is to be part of a festival in Casablanca!

There is a certain nostalgic longing for a return to the era when Faouzi Skali ran the festival and the important focus was on promoting tolerance and understanding between peoples of different faiths. Yes, there was a welcome injection of money into the local economy, but music was the most important factor. Some people think that the primary motivation of subsequent festivals has been financial. If true it means, sadly, that the original vision for the festival has gone.<div><br /></div><div>Hopefully, the future of the Sufi Festival remains untouched by any background problems. <br /><br />

Dead North (Beacon Books) is his first thriller in some years and is an impressive spy story that moved confidently between Britain and Finland, with a clever and very up to date plot that took a persistent British Police Detective Inspector into the wilds of Finland. Facing opposition from MI6 and the CIA, she teams up with a Finnish Intelligence officer to put a stop to a fiendishly dangerous plot.
Peopled with a rich cast of characters, it grabbed attention from the opening pages and held it all the way to the exciting conclusion. Fast paced, original and very evocative it was a really good contemporary spy thriller.
Unfortunately, it received little publicity, or even promotion, by its publisher and hardly made a splash on the thriller scene. It wasn’t released locally in Australia, but is available on Amazon and is well worth seeking out. Highly recommended.

It's near where tourist buses stop. It's hoped there will eventually also be a cafe there. </span></div><div><span style="font-family: georgia;"><br /></span></div><div><span style="font-family: georgia;">When I arrived at the new stables a mule was happily rolling in the sand paddock, which looks onto a stunning view of Mt Zalagh. </span></div><div><span style="font-family: georgia;"><br /></span></div><div><span style="font-family: georgia;">Dr Kay explains how the idea for the new stables came about: "<span style="color: #222222;">When I first came here in 2011, I realised that a lot of our animals were coughing. I was quite surprised about this, as it’s not really something you’d expect. So I decided to look at their stabling. I was taken to places in the Medina where they’re stabled, and realised straightaway that it was very dangerous, depressing and dark. The animals were always hobbled or tied up and there was no ventilation. Horses and mules, need ventilation. </span></span></div><div><span style="font-family: georgia;"><span style="background-color: white; color: #222222;"><br /></span></span></div><div><span style="font-family: georgia;"><span style="background-color: color: #222222;">"So I struggled with this situation for a year or two, before coming up with this idea of making a project with beautiful stabling, where we can keep an eye on the animals. The President of the American Fondouk is the grandson of the person who set it up in 1927. He’s had a long history with the American Fondouk. He used to come here to Fez as a child. He gave a large sum of money to the Scouting Organisation of Morocco to come up with ideas that would improve the environment, or would improve animal welfare. And with the Scouts of Fez, we came up with this idea. </span></div><div><span style="color: #222222; font-family: georgia;"><br /></span></div><div><span style="color: #222222; font-family: georgia;">"Now that it's finished, the scouts are becoming involved with the running of it; with the cleanliness and maybe helping to feed the animals. And they will use it as an agreeable place for the scouts to meet once a week."</span></div><div><span style="font-family: georgia;"><br /></span></div><div><span style="font-family: georgia;">Architect Meriem Ghandi, responsible for the design of the project, says that the architecture is influenced by the vernacular style of the region. "But it's c<span style="color: #222222;">ombined with standards of today, where the animals can be kept in clean conditions and can stay in good health. Now that the project is finished, I am very happy to see that the animals here are putting on weight. There is a staircase down from the road where many tourist buses park, so it would be an excellent spot for a cafe/restaurant. </span></span></div><div><span style="color: #222222;"><span style="font-family: georgia;"><br /></span></span></div><div><span style="color: #222222;"><span style="font-family: georgia;">"It's an enchanting location," says Dr Kay. "It's open to public. In the evening, it's covered in thousands and thousands of birds, all nesting in these big eucalyptus trees. It's right under the wall of the Medina, but when you look out, you just see the countryside. You could be miles away in the country, yet we are only 5 minutes away from the Medina."</span></span></div><div><span style="color: #222222;"><span style="font-family: georgia;"><br /></span></span></div><div><div><span style="font-family: georgia;"><span style="color: #222222;">The 22 donkeys and mules - the first residents of the new stables - are very fortunate. "They will have been tied up all their lives," says Dr Kay. "So this is the first time they will have been let loose, ever. All the mule owners </span><span style="color: #222222;">come and they let their animals loose in the paddock, and they roll. Horses and mules love to roll. Then they go straight back into their stable - they know which is their stable."</span></span></div></div><div><span style="font-family: georgia;"><span style="color: #222222;"><br /></span></span></div><div><span style="color: #222222; font-family: georgia;"><span>The pandemic has been a particularly difficult time for the muleteers who own and work with the animals. Pre-pandemic, their average income was 50 dirhams per day. With many shops and businesses closed in the past 20 months, this has declined steeply. Caroussa (hand-carts) have also taken over much of the work traditionally done by the mules. </span></span></div><div><span style="color: #222222; font-family: georgia;"><span><br /></span></span></div><div><span style="color: #222222; font-family: georgia;"><span>As a result, some muleteers are unable to continue to feed their mules. One of them is </span></span><span style="color: #222222; font-family: georgia;">Abdelhak, below, who last week surrendered his mule to the Fondouk. Details of the draft bill have been leaked ahead of the official decision on the matter, with Moroccan news outlet Morocco Today publishing some details on the proposed path ahead. </div><div><br /></div><div> According to the Moroccan press, the draft bill proposes to build a legal cannabis industry by organising cannabis farmers into “cooperatives” which in turn would sell their crop to local or international “processing” companies.
The draft bill reveals the scale of Morocco’s cannabis industry. </div><div><br /></div><div>Morocco’s government believes the industry to be nearly twice as high as previous BBC estimates, which had identified a $8 billion market.
The draft legislation estimates profits of Morocco’s illicit cannabis trade at $15 billion. Those profits mainly flow into the coffers of organised crime groups and drug traffickers. </div><div><br /></div><div>Under the current illegal status of cannabis, farmers earn a combined half a billion dollars, while drug traffickers earn nearly $14.5 billion.
Draft bill details
Morocco appears to intend to create a new model that is based on farmers’ cooperatives while tightly controlling what happens to the crop. Morocco’s government has highlighted the plight of thousands of farmers stuck in illegality as one of the motivations for the bill.</div><div><br /></div><div> The draft bill does not propose to allow cannabis production across Morocco, only the six regions in the Rif mountains that currently have a special status will be allowed to produce legal cannabis.
According to the leaked bill’s article 7, Morocco will require cannabis farmers to acquire a license and be of Moroccan nationality, of legal age, and live within Morocco’s traditional cannabis-producing regions. </div><div><br /></div><div> The draft bill proposes a national agency in charge of monitoring the legal cannabis trade. Articles 15 and 16 reveal a tightly regulated market, with specific measures to ensure safe storage and processing of cannabis crops.
The “National Agency for the Regulation of Indian Hemp Activities” would monitor and regulate Morocco’s cannabis trade according to article 31 of the leaked draft bill, the French-language outlet Morocco Today reported.
Morocco’s production would focus on cannabis for “medical, pharmaceutical and industrial purposes” and allow only companies registered in Morocco to apply for a marketing license, export license, or import license.

This year the Imazighen New Year celebrations will fall on Tuesday 12th. </blockquote></span></b><div>Id Yennayer is celebrated across Morocco, Algeria, Tunisia, Libya, and Western Egypt, and this year it will be their 2971st Yennayer or “Amazigh New Year.” </div><div><br /></div><div> Amazigh people celebrate Yennayer with traditional food, music, and dance. Amazigh activist Ibrahim El Hiyani told Morocco World News that Yennayer “is associated with the god of fertility and agriculture.”
As with most Moroccan celebrations, couscous remains central to Yennayer festivities. </div><div><br /></div><div>While festive meals are relatively identical from one town or village to the other, Amazigh activist Lahcen Amokrane said there are some differences on minor details. One such (major) difference, he explained is that the Amazigh people in southeast Morocco traditionally hide a date stone or an almond in the plate couscous.
“The Amazigh people of the southeast prepare couscous for the night of January 12, every year, as a cultural ritual celebrating ‘Id Suggas.’ Traditionally, they put ‘ighs,’ a seed of dates or ‘alluz,’ a piece of almond, as some prefer to do recently, in couscous,” Amokrane said.
“The person who finds this seed of dates or piece of almonds is to be entrusted with the keys of ‘lakhzin,’ a room reserved for storing the family’s food, and that person is believed to be ‘blessed’ throughout the whole year,</div><div><br /></div><div>”Among other dishes traditionally consumed are “tagola,” a corn kernel, butter, ghee, Argan oil, and honey combination, or “irkmen,” a thick soup of simmered fava beans and wheat.</div><div><br /></div><div>Amazigh villages also often host parades, accompanied by traditional music and dress, and the green, yellow, and blue of the Amazigh flag. While every community has their own traditions and rituals for Yennayer, a common history unites Amazigh people across North Africa.
“This Amazigh New year coincides with the flowering of almond trees, which makes it a good starting point for men and women alike to begin their agricultural activities,” said community organiser Abdelmajid Nidouisaadan .
</div><div><br /></div><div>Traditions that accompany the Amazigh New Year include dancing and singing. Typically, Amazigh people welcome the new agrarian year with songs of love, fertility, and prosperity. In the rural areas, they put special emphasis on socialising, exchanging food, and seeking resolution of outstanding misunderstandings and disagreements. </div><div><br /></div><div> Yennayer celebrates fertility and signifies longevity, so people often include familiar activities in their celebration rituals. Amongst them are getting married under the good omen of Yennayer, or agricultural initiation rites such as sending their children to the farm to pick fruits and vegetables. </div><div><br /></div><div>Yennayer originated with the Amazigh victory over Egypt, in 950 B.C. Under the leadership of ‘Chachanq’ known also as ‘Cheshung,’ the Amazigh people established a new monarchy that ruled from Libya to Egypt. This glorious victory marked the beginning of the Amazigh date” 2971 years ago. </div><div><br /></div><div> The politics of Yennayer
Even though the Amazigh New Year is widely celebrated, it has not yet been recognised as a national holiday in Morocco.
As the holiday draws near, every year Amazigh activists try to bring attention to their cause. And while there has been significant support for national recognition of Yennayer, it also has its opponents. </div><div><br /></div><div>Researchers such as Abdel Rahman Farkish have argued for Amazigh requests to be dismissed, going as far as to question the holiday’s historical validity.
In a 2018 interview, Morocco World News asked Abdelwahed Dirouche, an Amazigh activist and member of the House of Parliament, his opinion about such comments. He responded by pointing to the social significance of the holiday. “You cannot just say it’s a French invention,” he emphasized.
Driouche went on to explain the cultural significance of Yennayer. He said that it is important not only to Amazigh people in Morocco, but also to Moroccan society in general.
“Yennayer promotes religious and cultural pluralism in a world today plagued by terrorism and extremism,” Dirouche stressed. “Yennayer is not a holiday with religious rituals, but one that celebrates the natural wonders of children and the environment.” </div><div><br /></div><div> Morocco created the Royal Institute for Amazigh Culture in 2001, and since then Moroccan leaders have met growing demands for cultural and historical recognition of Amazigh people.
Over the past two decades, some major achievements have been the inclusion of Tamazight on road signs and in school curricula, and the unprecedented national recognition of Amazigh’s culture and traditions.
Despite these major inroads, there remains a lingering frustration among Amazigh activists that, for now, a holiday as socially significant as Yennayer is still written off as “unhistorical.”
As the Amazigh people prepare for this year’s celebrations, activists’ efforts to recognise Yennayer as a national holiday in Morocco will continue.
