Morocco to adopt 10-digit numbers on 6 March
Morocco will move to a 10-digit numbering system on 6 March, due to the high demand for mobile services. Regulator ANRT, which announced the planned change in September last year, has now given an official start date as March 6.
Fixed-line phone numbers starting with 02 or 03 will change into 052 and 053. Mobile phone numbers starting with 01, 04, 05, 06 or 07 will have a 5 after 0, while those starting with 08 or 09 will become 080 and 089.
To dial, from abroad, a Moroccan land-line number starting with +2122 or + 2123, add 5 before 2 or 3 (i.e. 21252 or 21253).
When calling a mobile phone starting with +2121, +2124, +2125, +2126 or +2127, a 6 should be added before 1, 4, 5, 6 or 7. For international calls to numbers starting with +2128 or +2129, replace 8 by 80 and 9 by 89.
The changes will not apply to international calls from Morocco, special service numbers and emergency numbers, ANRT said.

Please can you clarify the situation with mobiles since these two statements are a little confusing over whether to add a "5" or "6" on number starting with a "7" for example;

Seems to be that all fixed line numbers will now start with 05 and all mobile numbers with 06.
So, in Fez a number that started 035 will now be 0535; in Marrakech numbers that started 024 will now be 0524 and so on.
Mobiles will have the 6 added after the initial zero: 0672 or 0611 and so on.
The explanations make it sound more complicated that it is!
But remember this only starts on 6 March.
Looks like an English Civil Servant got involved in writing this. The word we use for official rubbish is 'gobbledegook'
Morocco please do not copy us. Keep it simple.

Simply add a 6 so that 01X is 061X, 04X is 064X, 05X is 065X, 06X is 066X, 07X is 067X.
Therefore:

04X/XXXXXX becomes 064X/XXXXXX
05X/XXXXXX becomes 065X/XXXXXX
06X/XXXXXX becomes 066X/XXXXXX
07X/XXXXXX becomes 067X/XXXXXX
For Mobile Numbers Dialed from Abroad:
Regarding numbers starting with +212/1X, +212/4X, +212/5X, +212/6X, or +212/7X Simply add a 6 so that 1X is 61X, 4X is 64X, 5X is 65X, 6X is 66X, 7X is 67X
Therefore:
+212/1X/XXXXXX becomes +212/61X/XXXXXX
+212/4X/XXXXXX becomes +212/64X/XXXXXX
+212/5X/XXXXXX becomes +212/65X/XXXXXX

Regarding numbers starting with +212/2X, +212/3X
Simply add a 5 so that 2X is 52X, 3X is 53X

+212/3X/XXXXXX becomes +212/53X/XXXXXX
